No, Compliance Banks (full list here), are not supported using Payments V2. To use these banks, TPPs have to revert to Payments V1.

When attempting to use Payments V2 with a Compliance Bank, you may encounter errors such as:
Error creating redirect url: "NOT_FOUND: bank auth uri v2 template.
This error indicates that the bank's authorisation URL template for V2 is not found, as Compliance Banks do not support this.
By reverting to Payments V1, you will be able to successfully complete transactions with Compliance Banks.
